Jammu & Kashmir legislative council on 28 August 2014 passed a resolution urging Union to resume Indo-Pak talks. The resolution called upon the Centre to ensure prevention of cross-border firing besides peace and stability in the subcontinent and Jammu & Kashmir in particular.
The resolution passed by voice vote in council also demands from the Union to take steps to effectively resolve violations on LoC, besides taking steps to ensure rehabilitation of victims of LoC firing.
The resolution was moved by Chairman of Legislative Council Amrit Malhotra and supported by National Conference, Congress and PDP members.
The resolution may turn controversial as the constitution of Jammu and Kashmir clearly states that Foreign Affairs is not under the purview of the state government.

Earlier on 28 August 2014, India and Pakistan had resumed the process of flag meeting by holding a Director General of Military Operations (DGMO) level flag meeting at Nikowal Border Out Post along International Border in Pargwal sub-sector of Akhnoor sector.
Comment
There have been continuous ceasefire violations by Pakistan along the Line of Control (LoC). There had been 24 ceasefire violations in August 2014 alone, in which 2 villagers were killed and 17 others, including 4 BSF jawans, suffered injuries.
The ceasefire violations increased further after Government of India in August 2014 had called off the foreign secretary level talks following Islamabad envoy to India, Abdul Basit holding talks with Hurriyat leaders despite New Delhi's strong objections.
The cancellation of the talks has invited criticisms from the Opposition party members as it is felt that cancelltation of talks was unwarranted and may block all roads to normalising relations between the two countries. However, Government has played down the criticisms.
