The panel will be headed by the Chief Secretary of J&K and the convener of the Committee will be secretary to the social welfare development.
The committee has been formed to formulate policies for the welfare of trangenders with an aim to let transgenders live a decent life and enable their mainstreaming into the society.
Terms of Reference of the Committee
• The committee will suggest adequate measures which are required to be put in place to ensure transgenders welfare.
• It will also provide equal opportunities for productive and gainful employment and self employment of the transgender community
• It will also suggest measures to sensitise legal and law enforcement systems on issues of transgender community and to empower them to take actions.
• To take decisions for conducting survey of transgenders in the state through designated agencies and district administration.
• To mainstream transgenders within the general education system and inclusion of contents on them in the curriculum of adolescent education in schools to sensitise children.
• To frame policies on registration and admission of transgenders in the hospitals besides training and sensitization of people
• To improve access of gender transition related services for them
• It will also initiate welfare programmes for the upliftment of the community
• To frame schemes for providing stipend and scholarship to transgender children pursuing studies at school and college level including professional and vocational courses
Earlier on April 15, 2014, the honourable Supreme Court in a major judgment recognised transgender as the third gender. It gave out 26 recommendations for the welfare of transgender including formation of a National policy on transgenders and inclusion of a section in Indian Penal Code (IPC) to deal with sexual assault and crimes against transgenders.
Other States in India to have formed the policy for Transgenders
On August 28, 2014 Maharashtra government decided to form Transgender Welfare Board.
On June 20, 2014 Karnataka government issued a draft titled State Policy for transgenders. The policy calls for establishment of a dedicated cell to initiate welfare programmes, acquire funds from the government, issue ID cards and conduct awareness programmes for transgenders.
In 2008 Tamil Nadu became the first State in India to form a Welfare Board for transgenders. In fact it is not only the first state in India to do so but also the first in the world to do so. In additional effort to improve the education of transgender people, Tamil Nadu government in May 2008 created a third gender for admissions to government colleges.
