On June 20, 2014 Karnataka government issued a draft titled State Policy for transgenders. The policy calls for establishment of a dedicated cell to initiate welfare programmes, acquire funds from the government, issue ID cards and conduct awareness programmes for transgenders.

In 2008 Tamil Nadu became the first State in India to form a Welfare Board for transgenders. In fact it is not only the first state in India to do so but also the first in the world to do so.
